"The Peace Ballot of 1934–35 was a nationwide questionnaire in Britain of five questions attempting to discover the British public's attitude to the League of Nations and collective security."
The poll was conducted by the League of Nations Union and got 11.6 million responses. As a result, the government was under enormous pressure to respond to the poll's findings.
What if we had an "ACA Ballot" or "Obamacare Ballot"? It might look something like the following:
1. Before the ACA, health insurers could deny you coverage for pre-existing conditions. Do you want to repeal this part of the ACA? Yes/No
2. Before the ACA, each insurer could offer their own menu of what conditions were covered (maybe 200 different items). Individuals were responsible for comparing the lists. Under the ACA, all insurers must cover the same conditions. Do you want to repeal this part of the ACA? Yes/No
3. Before the ACA, insurers could have caps on the amount they pay over your lifetime for specific diseases. (E.g., after they pay $1million for your cancer, they don't have to pay any more.) Do you want to repeal this part of the ACA? Yes/No
4. Before the ACA, the government didn't subsidize poor people's health insurance. Do you want to repeal this part of the ACA? Yes/No
5. Before the ACA, people didn't have to buy health insurance. Now they must pay a penalty if they don't buy health insurance. Do you want to repeal this part of the ACA? Yes/No
What if we gathered 10 million responses to the above questions?
In addition, just laying out what the ACA is might help educate voters.
Imagine:
A. An online poll they could fill out.
B. Full-page newspaper ads they could tear out and mail in.
C. Phone lines they could call to fill out the ballot.
