When Republican States like VA, and especially UT are against Bush's biggest domestic policy you know Bush will definately not bring up anything but security, taxes and most importantly the smearing of the opposition.
It seems a lot of people think one of Dean's contributions / potential contributions is trying to stop the Democratic leadership from giving into to Bush's push to the right (ok the push to the right started with Reagan).

Actions like these will be great for the dem. nominee claiming there is bipartisian agreement that one of Bush's "biggest" domesitc policies is hurting the very programs it claims to help.
I really think focusing on how Bush has hurt states will be an important issue, because it has support from across the political spectrum.
