    and like many institutions in the US used to be as well they would be better off. While there were plenty of poorly funded nasty places with poor care in the US before the borderline mentally ill were "liberated"... not all states were at that lower level. And not all people need to be effectively "imprisoned"... an open residential care facility works for a large proportion of them to keep them safe and ensure that those who need specific medication are maintained. Why assume that the alternatives are the street or a poorly funded warehousing facility with poorly trained minimum wage quasi-jailers. There are better ways that cost society less when the wider picture is added to the balance sheet.
