    If the commission didn't make a 180 on the VRA and revise its original proposals. In its original proposal, the commission actually dumped Latino heavy Santa Ana in the same district as wealthy white Newport Beach! WTF??!! It could be argued that Santa Ana is geographically closer to Newport, therefore they belonged together, but anyone who knows anything about Orange County knows that the two cities couldn't be further apart demographically.

    While this final map isn't perfect (and we agreed earlier on the Long Beach FUBAR), IMHO it's far better than what was first being offered. There's no reason to dilute communities of color into a sea of white.

      The process was set up to address this, and they just bungled it.  The first drafts weren't very VRA conscious.  The final drafts reacted by being race maps... plus incomprehensible mixes of extreme non-communities of interest.

      A little more work was called for, and they didn't do it.
