    The Founders did not envisage a small number of elected representatives carrying out the tasks outlined in Art. I Sect. 8.  They wanted all elected representatives to have a say in the decision-making process.  Congress cannot enact blanket changes which would give power to a smaller division of itself.  This is much different from a committee.  

    As I understand it, this law, if it passes, will be challenged in federal court and should be stricken.
