    If a trigger comes into effect it is only discretionary spending on the table to the tune of $1.5 trillion - $750B from defense and $750B from domestic.

    Now Medicare provider cuts are on the table as far as what the "super congress" can take up for recommedations. As is tax reform by the way.  Those recommendations get fast tracked through the entire congress.  If the super congress fails to come up with recommendations or if the recommendations fail in congress that is when the $1.5T trigger takes effect.  And again Medicare provider cuts are not included in the automatic trigger
