    have more to do with too MUCH government regulation. The government owns or controls almost all land in Israel, and it takes forever to get building permits. And the issuing of permits has more to do with politics than demand. If you are represented by a Party in the Government, you will get permits approved within a finite (although long) amount of time. Otherwise....
