This reminds me of the fable of the frog and the scorpion. The scorpion goes to the frog and pleads "Can you please carry me across the river?" The frog asks "Why should I help you? You are a scorpion." To this the scorpion replies "I promise I will not sting you, you have my word." So the scorpion climbs on the frog's back and halfway across the river it stings the frog. As they are both drowning the frog asks "Why did you sting me? I took you at your word." The scorpion replies, "You should have known better. I am a scorpion I cannot help myself."

The Republicans are like the scorpion, they cannot help themselves, it's their nature. The President is the hapless, gullible frog: "I’ll take John Boehner at his word — that nobody, Democrat or Republican, is willing to see the full faith and credit of the United States government collapse."
