    The homeless woman didn't ask for job training or mental health resources or housing. She asked for socks.

    To help people who need it the most, we START by providing what THEY ask for, short term, and we concentrate on what THEY need, not what some "progressive" needs.

    Having gotten her socks, maybe the next time she might ask for job training. It has to START somewhere, and the impetus has to be bottom-up, and not top-down.

      are just the start -- they can help give a person dignity and feel like a normal person. And let's face it, there are some people on the streets of the urban wilderness that just need the basics first, then they can move on to the next steps. When you're risking foot infections because you don't have clean socks, sometime that takes priority over things like job training and the like.

      First, she said that, for a woman on the street, it would be safety and shelter.

      Great.

      Let's start with what she asked for.

      It's the worst sort of cowardice to throw a nickle in the collection plate while leaving a broken and inhumane system in place.

      It's something not too distant from the days of alms being thrown from gilded carriages.

        It seems to help people get housing and stability that they could not otherwise have, using their cash grants and "economies of scale". Cash grants can be pooled to rent SRO hotels, so that each person has a clean, safe place to live and call their own, as well as on-site social workers/immediate medical care.

        People have to agree to it - no one's forced to accept it, but they do get safety and shelter, and access to services, including food, I'd suspect. They also have some money from the grant (maybe $50 per month?) for the purchase of toiletries, etc.

        Not for everyone, but it appears to have relieved a lot of people of the challenges of living on the street while providing a stable place to live while they rebuild their lives and move on to another apartment of their own.

        This was a highly touted and controversial Mayor Gavin Newsome initiative that has survived his term.

      Exactly where to start.  Ask what's needed and listen carefully to the replies, just as Ms. Quirk-Silva did.

        A great way to let people feel like they did something.

        She's certainly a skilled politician.

          As a long term strategy, of course, it's not enough nor is it a substitute for an effective housing policy.
