    been homeless, and personal hygiene is the most difficult part of the equation. I ended up taking ice-cold bucket baths by a creek outside the city limits, early in the morning. Without a place to bathe or do laundry there is no such thing as upward mobility for the homeless. Now, the CAPS program here in Ojai (thank you, Jessica) provides a clean, safe place to shower, do laundry and receive mail. Our shelter program is seasonal, and receives ZERO from local government, even though local government has collected federal funds to implement a program to address homelessness in our community for years. Ojai's policy regarding the homeless has been bus fare to Oxnard.
