    Patent Reform would have to begin with increasing funding for the agency which reviews the patents.  This work requires technical experts with specialized experience.  The agency is underfunded and understaffed.  It takes years to get decisions and by then patent holders may be stuck in litigation.  Fixing the patent office would cost money.

    Pull out the bills, and make the Republicans vote on them.  Total up the jobs by district and send it out to the campaigns.
