to my speculation (and it's only speculation) that the Bush Administration knew something was going to go down on 9/11/01.

They didn't know specific details, they just knew something was going to happen, probably even that it involved hijacking commercial airline flights. Condi Rice was probably not lying when she said "no one foresaw" the terrorists using the planes as missiles, which is an admission of incompetence no matter how you look at it. My speculation (and it is only speculation) is that they decided a hostage scenario was the most likely and they could deal with it once the plane(s) landed. They either hadn't considered or dismissed as too far-fetched the scenario that actually happened.

There were just too many convenient "failures" in the air travel security apparatus that day IMO for it to be a coincidence.

I do NOT believe it was an inside job or that the Pentagon was struck by a cruise missile, although I do find it interesting there were few identifiable jetliner parts on the scene at the Pentagon. There was no conspiracy, just flat out incompetence.
