    With planes leaving between Houston and Dallas twice an hour during the day, there've got to be some Texans traveling by air between Houston and Dallas.

    Not everyone is on the interstate because they want the car when they get to their destination ~ some are on the interstate because they have no other choice. Giving them another choice gets them out of the way of the rest of the motorists.

    And unlike cars and air travel, its only a one-off subsidy to get the HSR rail corridor built, after which point it operate on ticket revenue. Which means that the subsidies for driving do not have to be spread so thinly.
