      have to import massive amounts of wheat to feed the population, and distribute it for under market price via state run bakers.

      That's what the population relies on in Egypt; without it, there would have been social collapse/unrest long before there was.

      With Egypt's population expected to double in coming decades while global food prices go up, they are legitimately going to have a very hard time feeding their population.  

      (Personally, I think voluntary but widely-available and advertised family planning would be a good use of government funds as well, since Egypt can't really take a doubling population, but what do I know.)
