is to figure out a reason for them to use it for one trip.

So, what are reasons people might use it where it would be especially convenient?

    - places where parking is a problem
    - situations where you want to meet your spouse for dinner, and spouse is already out with one car.
    - picking up the car for service
    - being able to use wifi or otherwise use time productively instead of driving

The reasons people don't find it convenient:
    - Having to walk around destinations that are walking-unfriendly
    - Having to carry or deal with packages and cargo
    - Having to walk or stand around in inclement weather.
    - Having to match a schedule that might not run often enough or late enough.
    - Having to pay bus fare right then right there. (Somehow buying gas isn't the same level of inconvenient.)

Encourage people to try it when one of the first class of situations is in play. That may in turn enable them to notice other times when it works as well or better than a car.

Fry, don't be a hero! It's not covered by our health plan!
