      Federal workers, including all executive, legislative and judicial branch employees, were covered under Social Security in the 1983 Amendments.  State and local governments, up until the 83 Amendments, had an option to not participate in Social Security, and could "opt out" if they had previously been covered.  The 1983 legislation stopped further opt outs, but did not mandate coverage for state and local govts that were not then participating.  Ohio is one of those.
