    offset a survivor benefit. It might very well offset some or all of your OWN Social Security benefit if substantial parts of it were earned prior to 1983 or in a state which continued to opt out of Social Security after than point. But for States like Washington where State and local employees are not exempt from FICA there are not (I believe) any similar offsets even for your own benefit, still less the survivor option.
