    Plus it takes a long time to shut down services.  They don't just turn off the trains and walk away.  There are all kinds of things that have to happen once the trains and buses stop running.  On top of that, they have to give the workers time to get wherever they are going once their job is done.  My guess is they chose the last possible moment when it could still be done safely.  Some with ConEd - there isn't some big switch they just turn off like in the cartoons.
