    It's the same model as various development agencies across the country.  They get property tax dollars and their job is to regulate and incentivize development, and in many cases to actually purchase property themselves to develop via public/private partnerships in the public interest.  

    It's not necessarily a bad thing, but it sounds like there is no transparency in the way it was created.  That's bad -  these operations are able to control a shit ton of money.  In their case, probably even more.  I can imagine that alcohol tax revenues are probably just as or more lucrative than property taxes.
