    Congress when he wants to speak.  Congress must actually VOTE on it first.

      the date and time of a presidential address to congress is always negotiated in private.  Once the relevant parties agree, then the information is released to the public.

      What happened here?  Was it White House ineptitude?  An oversight?

        Then the whole GOP debate kerfuffle blew up in tan-man's face.

        Which probably came as a surprise to him, as he allows that it is not important enough for him to skip a glass of vino at Morton's to watch one of those charades.

        So, he had to find a way out of another thorny next of his own creation.

        In other words, the White House knew the significance of the date.

        Boehner? I think it slipped his mind, till he was slapped in the face with it by wingnuttia in extremis.

        Boner and his small minded gang wanted Obama to fall into a trap of making a "fight" out of the speech date. If he had done so the media would have made the fight the big story for a week and drowned out his vital jobs message. Boner and the teabaggers would have held the bully pulpit for days on end and since the House is in their hands they could have "won". Obama has skillfully jerked that opportunity out of their hands and turned the tables on them again.

        Obama wanted and needed to address the nation on jobs and he needed to do it in a historic setting while both houses of Congess sat as a captive audience and listen to him as he set forth the perameters of the debate. Now he will explain to an interested public that only petty politics from the right will stop the country from enacting a series of bills that will put the nation back on track. He'll do this right to their faces and they'll have to sit and listen.

        Think about it my friends, Obama has truely turned the tables on the GOP. He out manuvered them and once again out thought them. Now he'll address the nation at a better time, after the GOP debate and just before the laarge NFL audience.

        America could have chosen to be the worlds doctor, or grocer. We choose instead to be her policeman. pity
