    vs privately-purchased insurance is irresolvable. If we value something so much so that we want it to be universal (and the fire department in this case certainly wants everybody to pay that $75) then we provide the service and charge everybody (as some sort of tax).

    No doubt some of the people who have not paid this fee have accidently overlooked it.

    Making purchase of a critical service optional means that you are intending for people to fail, so you can justify letting their house burn down or letting them die. That way you get to use them as a bad example.

    It's a type of ultimatum misnamed "logical consequences". You don't buy insurance, and I'm going to let your kid die. But see, you made me do it. I had no choice.
