    when he claims the various parts have previously received "bipartisan support."  
    Ex: Kessler claims 2 GOP senators isn't considered bipartisan.

    However, this could be used against Republicans --- only 2 GOP senators voted for Education funding for States to keep teachers last year.

      GWB would count either Zell Miller OR Lieberweenie as bi-partisan
