Why does a $1.00 muffin cost $8?  Because the caterer has to procure the muffins (either by purchase or baking), deliver them (paying for delivery van, driver, gas, etc), put them on serving platters (paid for by caterer, and paid catering staff), provide paper plates and paper napkins (or china and cloth, depending on the event, but none are free), and then pay staff to clean up.

It's fun to rage at government waste, but having arranged catering for meetings and conferences, it costs more than just running to Dunkin and picking up a dozen donuts.  But even under that scenario, there are hidden costs - the staffers time, gas in their personal car, etc.

should find the need for catering extremely rare.

I've gone to plenty of conferences where the facility provided a big coffee pot and cups.  We brought the actual coffee and muffins, paying for them ourselves.
