    So stupid employers are fair game.
    We start a business.  It employs unemployed people by adding their names to a list, assigning each one or more suitable jobs, and verifying their employment when a prospective employer inquires.  When the employees get hired out of our company, they pay us enough money to keep our business fighting fire with fire.

      ...would this company pay minimum wage to its employees, pay the ACA penalties (or offer HI), pay the employer portion of payroll tax, and submit withholding tax to the state and federal government?

      Also, this is likely to show up in the background checks as the third party companies doing these would probably catch on pretty quick.

      Of course, an employee who got a job cheating this way would be instantly fired with cause by many companies -- making getting a new job all that much more difficult (and getting UI impossible).
