    But I don't know if their funding is separate or different. Flood insurance must be purchased at least 30 ahead of an incident to make a claim. So many people with losses would be well out of normal flood plains, so would not have been required by their mortgage lenders to buy insurance, and wouldn't have necessarily thought it reasonable to purchase it on their own accord.

      i wish the article would have delved a little deeper. Something tells me this is a flood plain. The fem a map was pretty lousy. And if they are in a flood plain I bet they had flood insurance and now the program is too broke to pay their claim.
