Approximately when did the Khazars hold their greatest cultural/political sway and what areas did they control?

I once ran across a scary/amusing version of the Khazar/Ashkenazim theory here.

Peaked around 9th C. CE, controlling Caspian coast, Volga delta, North Caucuses, Crimea and Don river. Their influence was wider with tributaries and client kings as far as the Magyars, in the South Caucuses (Georgia, Azerbaijan and the Avars), up the Don and Dnieper rivers and even dominating the early Rus. One outlying Khazar settlement was thought to be the beginning of Kiev.
