    So, Leahy probably believes [this] is a way to curb and/or punish copyright violators.

    The problem...or rather, fuckton of problems...with this p.o.s. legislation is exemplified by the numerous and stupid DMCA complaints observable on sites such as YouTube.  ...and "fair use" gets hugely dinged in the process, whereby every snitty little snotrag can claim infringement...and it's usually NOT the artists/authors who are doing the complaining; it's the agents and company legal departments looking to protect every possible penny of their percentage take.

    Personal anecdote:  I am a perfect example of how/why the entertainment industry have their collective heads planted firmly up their collective colon.  Because of certain sites and uses, I've been introduced to media I'd likely not have become aware of...and THEN I WENT OUT AND PURCHASED MY OWN COPY!  The exposure actually produced income the distributor would not likely have gotten otherwise, and it's more likely than not, my experience is NOT unique.  Dumb dumb dumb of them, and Leahy, to not attempt something more workable and/or reasonable.
