    appealing a decision of the chair on a point of order (a standard parliamentary procedure)is nuclear.   The point is that appealing a decision of the chair to change the rules governing the adoption of the Senate's rules is nuclear.

    The first can be repeated many times  without changing anything significant; the second is a different kettle of fish.

    This distinction is also the answer to your question.
