    His team knows it is a lie. The Republican experts, the defense consultants know it is a lie.

    Based on the $152 billion rise from 2008 to 2011, which meant that two wars winding down still consumed a huge increase in outlays along with a defense establishment that was expanding, a need was created by the political team to hide this fact and accuse the President, a Democrat of somehow, doing the opposite, spending less.

    This comment by Romney was a practice speech to confirm the fallacy and what is expected by the atavistic Republican base, and depending on how smooth and comfortable Romney is with the lying he will use it over and over. The crowd he speaks to already believes it despite its complete fabrication.  They need to believe it to sustain their paranoia and common cause in destroying their enemies, other Americans.  Romney will use it over and over, as he becomes more comfortable in the delivery and presentation.
    Polishing up his lying with a smile for public consumption.
