    of ground waters was perpetrated under the auspices of public agencies like the military, municipal waste dumps, municipal airports, poorly constructed highways and roadways which funnel polluted run-off into the water supply.  There was a theory, popularized by "The Tragedy of the Commons" which argued that private ownership would promote better stewardship.  It doesn't.  Neither does public ownership.  Stewardship is a value that has to be instilled and promoted, in part because many humans have no awareness of their surroundings.
