    Cooling to the reactors had stopped due to a combination of poor design, ensuing operator error, and the fact that the quake broke countless radiation-brittle pipes.  According to TEPCO and witnesses, this all happened well before the tsunami.
    Of course you can't blame the earthquake that this decrepit, ill-designed, proven-unsafe plant was running hot.  No that is the fault of captured government regulators facing powerful monied interests.  Just like the financial meltdown.
