    share.  We have a similar problem here in Washington state.  No state income tax, so most of the state's revenue comes from sales taxes (9.2% here in Everett) and property taxes.  Most of our property taxes go to the state for K-12 education.  It's "equalized" in that rich counties, mostly west of the Cascades, subsidize the poorer counties, mostly east of the Cascades. King County (Seattle) gets about .65 back for every $1.00 paid.  

    The 9 western, mostly urban, counties tend to vote blue, Patty Murray carried them in the 2010 Senate race.  Most of them are represented by Democrats.  Not the same for the 30 rural counties.
