    legalized, the more tortured souls would likely off themselves inadvertently long before they ever caused a problem for you and I.

    And as for the bulk of users/addicts/whatever, they would, on average, stumble through life doing the best they could.

    Much like everyone else.

    There can be no protection locally if we're content to ignore the fact that there are no controls globally.

        •  Portugal shifted to this approach 10 years ago (6+ / 0-)

          and noticed a 30% drop in both crime and drug use.

          Instead of prison, drug user were assigned a team of three counselors including medical, mental health, and a social worker.

          They could get herion, amphetemines etc, under a prescription under medical supervision, but all the counseling, and group work came with it.  

          Most maintained their jobs, addressed their core issues, and weened themselves off drugs.

          The ones who didn't at least did not have to go out to commit crimes, or prostitute themselves to satisfy their addiction.

          A 10 year review of this approach concluded it was vastly superior to the criminal enforcement model we use here.
