    free college education when we, the richest country in the world, cannot?

      a) we have the "no taxes" religion -- if it involves a tax, it must be evil. Those countries have a higher tax burden, so everybody is sharing the cost of educting its future.  (Of course, Canada's tax burden isn't actually signficantly higher than the US depending on the province you live in, but lets not quibble).

      b) the taxes that they do collect prop up things like foreign aid and the cost of our foreign wars, which are mainly for the benefit of the 1% who are getting rich off war.  Heaven forfend we should actually invest money in the infrastructure or people of our own citizens.
