    I don't blame the current administration for creating policies and practices that result in US government funds going to finance foreign jobs. It's been going on in one form or another for decades, under Republicans and Democrats.

    I expect the Obama administration to reverse this, but they have shown little resolve on Buy American policies.

    As far as mineral rights are concerned, I see no reason to exclude foreign mining/energy companies -- as long as they employ American workers for projects here.

      in the US are about 10% of what they are in Russia and even then access of foreigners to Russian resources is largely limited to jv formats. Also, the cost of the labor input in mining is minimal relative to the capital costs. Since the nationalization of Anaconda's resources in Chile, US mining has never been the same. The attitude has been that the big deposits are elsewhere. For example, we dominated in high-tech rare earth metal production, until we decided it was too messy and better to let the Chinese have 80% of the REE market. It was only when the Chinese banned exports that we reopened the Mountain Pass mine.

      It's my understanding the President has been a little busy.
      I would expect the administration to look at the abuses in the second term.
