    The Jim Crow laws in the South in the 1960s were settled law.  The hastily passed requirements for permits to demonstrate weren't.  And that is the legal roots of restrictions on protests in public places--segregationists defending their "states rights".

    Yet, that era is celebrated as a high point of American democracy.  

    Government still operates by the consent of the governed and always will.  And in the last 30 years much settled law has been created without that consent or through dishonest manufacturing of that consent.  The chickens are now coming home to roost.
