    The de facto reality is that the President can do what he wishes with the armed forces unless Congress defunds or impeaches.

      It was misused with Korea and Iraq Oil War I in 1990 under the UN flag the only legal post WWII wars for the US.

      But forget the convoluted history, use the GOP's hatred for Obama and the fear he will pull some military "October Surprise" on them (Obama invading Iran to try and save his presidency) to get them to vote on curtailing president's powers to commit US troops to war, to imprison and kill US citizens without a trial.
