    In the authoritarian book, the responsible person responds to orders from above in the chain of command by, as you say, obeying..  It maybe an actual person acting as the decision maker or a set of particular rules (training) that is the "right way" to behave.  The ultimate boss is God..  and the person 'closest' to God,  or most like God (as in all powerful) is the one to be obeyed.  Hence the fundamentalists identification with right wing politics  

    In my book responsible = respond able. A responsible person is one who can see a situation, has the capacity to evaluate courses of action, and chooses the action that is appropriate and/or beneficial to herself and others.  There are almost always many courses of action, that are equally  possible and appropriate.  Within those courses of action,  there is a responsible choice..

      whether "responsible" is defined from the perspective of the actor or the director. Is the actor inherently able or can the director make him. In either case the actor can be responsible, but in one the prompt is internal and in the other the prompt is external. Perhaps in the normal person, the prompt can come for either direction and in others only one direction works. Sort of like a regular or a three way light switch.
