    Of course, they should know better, but conscious, rational thinking  has nothing to do with it.  

    They were trained to act in a certain way.  An important "prompt" for these actions is the cool clothes they get to wear and the extra toys they get to carry.  When they are so equipped, they are not the people who issue speeding tickets and investigate burglaries.  Now, they are units, trained to march with military precision, and armed to the teeth with weapons they've never been allowed to use outside of rehearsal.  

    When you consider all of that, plus the adrenalin, and yes, testosterone, that's pumping in those situations, it's damned near miraculous that things haven't been worse.  Of course, those in charge must own it.   Someone gave the order for the police to get dolled up and join a couple hundred of their closest friends and distant colleagues to advance against an enemy that eats veggie lasagna, chants quaint slogans, and carries silly signs.  It's like shooting fish in a barrel, and they can't effing wait...
