    I think if it was going to explode massively it would have done so.  Chances are that whatever reaction is ongoing has reached some kind of groundwater and that's the source of cracks and steam.

    My physics is rusty but I look on the situation like boiling water in a glass jar.  If you want to smash the jar, your lid has to be strong and impermeable, so that you "bottle up" the pressure to the point where you get a kaboom.  I imagine the soil over Fukushima isn't really all that solid and compacted anymore, thanks to the earthquake.  So the steam's taking the easy route out: cracks in the earth (and creating new ones where it has to).

    I also think that for your bolded point, you should watch "The Battle of Chernobyl" documentary.  I think it had less to do with the USA and more to do with the fact that the situation was so incredibly bad they couldn't possibly hide it.
