    what specifically Qadaffi had, we can't make that claim.  Many chemical weapons are WMDs, but not all are.  They would have to be more lethal than standard ordnance and also be able to be delivered more widely.  Many types of chemical weapons fit neither criteria.  But if there's a treaty on point that bans them, nomenclature doesn't much matter.

    I'm not worried about Syria attacking other countries at this particular moment.

      By definition, NOT using them is what deterrent is about.

        mass physical destruction can be deterrents.  but that actually proves my point -- if Qadaffi had weapons but not a delivery system, or had weapons that could only be deployed by conventional ground forces, they're not deterring anything to a special degree.

          In the instance of Syria, of course they aren't going to use them - the moment they do they die as a nation-state and perhaps as a society.

          As for Libya.. heh. Stipulated. He had a stockpile, at best, perhaps artillery shells - useful for one purpose - obliterating home-grown insurgents, same as the aforementioned Syria did some time back (nod, without recourse to WNDs, through cyanogen gas use has been alleged) at Hama.
