    been delegated by the people to the various executive branches (national and state).  When the legislative or judicial branch establishes a law or interprets it, the executive is responsible for carrying it out.
    What we have here is executive failure.  What you're expecting to happen is for an executive that is malfunctioning to correct itself--not a likely event.  If the executive malfunctions, the only recourse is for the personnel to be changed. This is complicated by the fact that, over the last three or four decades, public corporations at all levels have gone to great lengths to isolate elected officials from direct responsibility.  Under the city manager form of government, for example, elected members of councils and precluded by law from having any involvement with department heads or personnel.  Information has to be requested through the manager and individual members of the council can only act according to majority votes.
    You'd think that people would not give away their own powers voluntarily.  But they do and the reason they do is because with powers come obligations and obligations are something that people, who seek election to rule, are not keen on.

    "I am impotent" is not just as excuse for people wanting to evade the duties that come with paternity.
