First off, of course, Newt is an idiot.

Still, it's entirely common for Japanese schoolchildren to have a number of tasks to do at schools including cleaning. (I don't know whether or not there is a full-time janitor or not).  Still, this isn't seen as "child labor," it's seen (and imho justifiably so) as building responsibility within a larger group and that basically that no child is above serving the community.  I don't think that Newt's "proposal" would involve that sort of egalitarian display, I think he envisions the poor kids cleaning up after the rich kids.

Having said all that, anyone else who has been to Tokyo would be able to tell you that you could eat of the floor of the subways or commuter trains and that train station bathrooms are hilariously clean.  For reasons that aren't easy to articulate in this post (or anywhere else), Japan is an astonishingly clean and orderly place.  Not sure this is particularly applicable to the States.
