    I doubt it's a completely frivolous filing a la Orly. But once the court has issued a ruling, judges usually don't take kindly to an in-your-face repeat of the same behavior, even if it's a slight end-run (such as a letter with slightly different wording).

    Also your state Attorney General sometimes (if he/she has some ethics and backbone) balks at having to defend blatant shenanigans.
