    TTYD = telecommunications device for the deaf.  You dial up a "relay service operator" who in turn calls someone on the phone who isn't deaf, and the operator acts as an intermediary for a conversation.  You type your words on the terminal, the operator speaks them to the called party, and then listens to the called party's words and types them back to you on the terminal.  

    Those terminals are all-caps as a legacy of their origin in the days when a "teletype" was a printing terminal with a keyboard.  

    There are other disability access scenarios that result in someone using all caps, so it's best to not make assumptions unless you have good reason.  

    "Minus one vote for the Democrat" equals "plus one vote for the Republican." Arithmetic doesn't care about your feelings.
