    $17 trillion in questionably-gotten gains, squirreled away in tax dodges, goes a long way toward restoring liquidity.  

    Disguise the attack as a routine US naval exercise.  

    Start by simultaneously a) submarines cutting or intercepting undersea cables, b) setting off EMP weapons (hard drives and other storage media can be extracted and reconstructed), and c) sending in Special Forces and Seal teams to secure the places in question physically.  

    Having gained physical control, turn evidence over to the IRS for immediate processing under a declaration of emergency.  

    Repatriate various stolen assets, subject to the various countries agreeing to new elections first, to give their citizens a chance to elect governments that can handle the changed circumstances.

    That might send a few shockwaves around the world, but it's better than the present slow spiral down the drain.

      3rd World kleptocrats.  There's also, no doubt, a large portion that belongs to wealthy individuals who believe that taxes, as well as national duty, is for "the little people."

      It would be interesting indeed to see who they would turn to.

        ... can all drop dead.  For that matter if this brings them out of the woodwork, additional Special Forces and Seal teams can be dispatched to deal with them.  

        Their ill-gotten gains can be put directly to other uses.
