      Fine, if that's what you enjoy, but it strikes me as  pointless.

        "Why were Wall Street criminals not prosecuted?" is a question many Americans want a real answer to.

        "Not illegal" is helpful information. It says, "we looked into and decided we wouldn't prosecute because no laws were broken." It shows enough respect to Americans to actually answer the question.

        "Not necessarily illegal" means it may have been illegal or it may not have. I already know that. It is essentially a non-answer. It does not explain anything. It is not determinative.

          if you're a lawyer, as Obama is. "Not illegal" suggests a legal conclusion after due diligence into the facts. That's an exhaustive and time consuming process.

          "Not necessarily illegal" indicates a general assessment of the subject.

          Yes, I do get the idea that many people want heads on spikes, or the legal equivalent. I just don't think many like to contemplate the fact that the hijinks that lead to the economic collapse, were ...generally speaking...perfectly legal.

          Oh, there are some transactions that were criminal, sure. But the worst of it, no. Sadly.

            is simply meaningless. The answers can be: a) illegal b) legal c) unknown. He's trying to combine b & c and be able to shift without specifying.

            That's simply bullshit. Anybody who gets sucked into that kind of bullshit is a bullshitter.
