    When I worked in China a decade ago the key was keeping everyone in the western provinces fed.  The fear, expressed to me in meetings with economists and bankers (customers for our technology) was that the government closely monitored food supplies and made sure there were no shortages.

    A key lesson from past dynasties was the chaos of food shortage in such a populous nation.

    Now that China has money it may no longer fear the ability to buy food on the global market, but getting it to the poorer provinces where subsistence farming is dominant is still an issue.  Climate change would devastate some cultivation and result in massive population movement.
