    Wouldn't opening a window and yelling down "Good evening, can I help you?" make him head out, if he were up to no good? I understand it works pretty well on shoplifters.

      better for the police to run his plate, find out who he is and what he's doing scoping out buildings in the mid evening.

      One of the houses robbed in my neighborhood was a cop's house, and they do it in the mid evening when people are around - not the middle of the night. These people are very bold and don't care about the neighbors.

      Also, no point in highlighting who I am so if he does get caught doing something criminal, he seeks out the person who confronted him. That's what the police are supposed to be for.

      Actually reminds me of when I was 6 or 7, I was at my friend's house across the street one night. I called my parents and both their lines were off the hook - which they never were. I looked outside and saw a strange pickup truck parked in my driveway - so I called the police, told them there was a strange truck in the driveway and both my parents' phones were off the hook, which they never usually were. They told me, a child, to go over to the house and see if something was wrong and to call them back if there was. Thankfully it ended up being a strange coincidence, but I never forgot the feeling of the cops telling me to go deal with it myself.

      I have on a couple occasions heard women seemingly in distress from abuse out my apartment windows in L.A. Fear of getting shot or beat up didn't stop me from intervening -- in each case it turned out to be a case of revelers drinking too much, I think -- but LA is a scary city at night.
