    It isn't a park so it doesn't have 'rules' per se that a city or state park has.  There are no hours when it is shut down, and isn't privately owned.  So the occupiers aren't breaking any laws or rules by camping there.  The Right to Lifers are the only group complaining that they are getting preferential treatment (putting up signage, etc.)

    The Centennial Mall is near a school, so the occupiers, in cooperation with the police, do not make undue noise while the students arrive and depart from school; they do not block entry into building or inconvenience employees and visitors to buildings.  Omaha doesn't have a 'mall' like the one in Lincoln, and there, there is less cooperation between the occupiers and police.

    Frankly, I don't know who 'owns' the mall space, or why it is legal to occupy, but sure happy it is.
